MIEA BOARD OF DIRECTORS 2004-2005 NOMINATION
DUE BY MARCH 21, 2004, 5:00 p.m.
Election ---Friday, April 2, 2004, noon-4:00 PM
Board Member responsibilities: The MIEA Board of Directors (a 10-member board) is very active in advocacy work for Indian Education in Montana and carrying out the purposes outlined in its Constitution. It is important to have Board members who are willing to accept these responsibilities. They should be able to attend the meetings and participate in the various activities sponsored by MIEA. Board members work on various committees and are expected to carry out the activities necessary as Committee members. It is recommended that candidates check with their employers/schools to determine if they will be able to attend meetings/activities of MIEA. It is encouraged (but not required) that your organization/school assist with your travel expenses if possible; otherwise, travel expenses are covered by MIEA (mileage, meal costs and motel costs for) for meetings.
Election Policies/Procedures: Candidates must be in good standing as MIEA members (which means membership should be current for 2004-2005). All (except the high school student representative) must be 18 year of age or older. Only members in good standing will be allowed to vote on Friday, April 2, 2004. Elections will be open from noon to 4:00 p.m. Good standing means that membership fees must be current for 2004-05. No Proxy Votes are allowed. Election results will be announced at the noon luncheon on Sunday, April 4, 2004, and the new Board will take office at the adjournment of this years conference.
Candidates must submit their application by the deadline date of March 21, 2004
Candidates will be expected to give a 1-2 minute speech at the General Assembly on Friday morning. They can campaign at the MIEA Conference up through Friday, April 2, 2004, at 10:00 a.m. but should remove all campaign materials at that time. Candidates should refrain from any campaigning within 25 feet of the election area.
Board members will be selected by using the highest vote getter for the 3-year term, next highest for the 2-year term and next highest for the 1-year term. In the event that less than 5 of the 8 reservation communities* are represented in the final vote tally, as required by Constitution, the elections committee will select the next highest candidate from another reservation community until 5 are represented, if possible. If a candidate runs for more than one position and is elected to more than one position, the election committee will make a recommendation to the current Board of Directors who shall place the candidate in one of the positions he/she ran for.
In all other election issues that may arise, the Election Committee will make a recommendation to the current Board of Directors for a final decision.
*Note: When the constitution was changed in 2003 to remove Wyoming from the Association, a corresponding amendment change was not made in the Board membership requirements that currently are Of the six (6) General Board member positions and one (1) parent Board member
At least five (5) must live on or near the boundaries of five (5) of the eight (8) Indian reservations in Montana and Wyoming to insure adequate representation of the majority of the Indian Reservations in Montana and Wyoming. Also, regarding students:
a high school student and a post secondary student who reside in and attend high school in Montana or Wyoming
Therefore, it will be necessary to present a constitutional change at the beginning of the conference to take the language out regarding Wyoming and reduce the number from 5 from 8 reservations to 4 of 7 reservations prior to the board elections.
The three current Board Members retaining seats are Carol Juneau to 2006, Norma Bixby to 2005, Arlene Augare to 2005.
